4月18日央行宣布对部分金融机构开展中期借贷便利（MLF）操作共1625亿元。据了解，不到一周时间，央行已先后两次开展了合计4480亿元MLF操作。对此，中国经济网评论员石述思在《我财经》节目中表示：“点赞！其实普通老百姓学金融应该成为一个常态，毕竟进入一个资本越来越发挥重要性的年代，甚至是决定性的年代，普通老百姓都知道降息、降准等出大招。但是现在央行调控金融资本市场越来越灵活丰富多样，这是调控能力、调控手段进一步的升级版，过去是1.0，现在看来要挺进到2.0了。”
石述思继续分析称，央行这次调控选择的时机非常重要，一季度刚刚开门红，一季度的开门红又是在货币适度宽松的背景下出现的。所以央行出台这个步骤，对于延续这样一个金融环境，能够起到一定的推动作用，当然这两点都不是最关键的。
“最关键的4000多亿，并不算钱。对于中国整个宏观经济，包括微观经济面，央央大行4000多亿算钱吗？但是最重要的就是释放的信号，适度宽松的货币政策不会改变，不用担心流动性。这对于处在特定转型阶段，心中对流动性产生某种焦虑，经营不是特别顺畅的广大企业来说，这叫定心丸。这个定心丸特别重要，因为还是那句老话，对于流动性的信心，目前比黄金还要重要。当然降息的空间很小，但是包括中期借贷便利等这一系列政策，可能在为未来某个时间节点的降准做准备。”石述思强调。（中国经济网记者 贾佳）
